The modern times DLC of tropico 4 was also well known for being one of the best DLCs of its time for expanding so much in so many areas, and basically being indispensable.

You probably know how I feel about the smaller DLCs for both games, although 4 added interesting buildings like the propaganda tower and the gulag. I purchased the large DLCs for Tropico 5 on day one because I love the series so much, but I was ultimately quite disappointed in how they weren't that integrated into the games simulation, the mechanics they added were quite shallow and most player barely used them outside of the campaign, and didn't get much support after release. I hope you can go for something more like the Paradox model, where the DLC adds core game mechanics, expands the simulation, and pays for free updates and improvements to the game.
